Based on the "Taiwan National School Education Rule" announced in 1904, the teaching content for "Chinese Language" must be bounded by the literary works regarding Mandarin Language and moral culture. It also required the students to makea Mandarin translation on these said content. Next year (1905), the National Bureau issued a "Taiwan Course Book on Mandarin Learning " available in Part 1 - Part 6. Regarding the editorial direction of the "Mandarin Learning Course Book", it was interpreted in the " Mandarin Learning Course Book User Guide" which was published in 1912.

In respect of the Chinese Communication Course Book", it was back up by the Mandarin Language. It was also supposed to be a ground while teaching. It served to enhance the language expression ability for children.

Should the children have improvement in Chinese writing, the teaching content would then be translated into Mandarin. The objective was to mix the advantage of both languages.
