Definitions of confusing words-prsumpetion, assumption

What's the difference between 'assumption' and 'presumption'?
I've looked up for 3 dicitionaries but I still don't catch it, both mean belief based on fact without evidence. What's the actual usage difference?

Please fill in the following blanks as well (assumption/presumption):
1)They raised taxes on the ________ that it would help control spending.
2) It's sheer _________ for the government to suggest things have improved since they came to power

其實兩者含義非常近似 -
assumption 來自個 verb "assume" (想當然地)認為 ,假定
presumption 來自個 verb "presume" (推定, 假定,假設;推測,認為)
個人認為分別在於:
1. Assumption : 假設, 假定 (純作一個估計, 沒有任何實質數據或理據作論點支持)
2. Presumption : 推測;假定,設想 (是有推測的理由或根據作支持,又或有作邏輯上之推理)

2) It's a sheer _assumption___ for the government to suggest things have improved since they came to power
