我想應該就是說，【dedication to】的to屬於【介係詞】，這to是要搭配dedication組合成片語的。
這種片語的to九成都是【介係詞 】，EX﹕object to、look forward to、dedicate to、with a view to......

而put up a barrier to control the crowd
to control the crowd則是一個【不定詞片語】當【副詞】修飾動詞【put up】，表示【目的】。

因為這裡的to是介係詞


所以要加v-ing動名詞


一般的to是不定詞

所以加的是動詞
