1) I put a pronoun 'my' to indicate the relationships & able to make a complete sentence.
2) overlook - I strongly believe this is a better word than neglect & ignore to use in this sentence.

Father only pays attention to brother and neglects sister.

Daddy takes the younger brother, but neglects the younger sister!

Father has a very high regard for my brother
but just ignores/neglects my sister.

後半句又可寫成:
but he just leaves my sister out of consideration.

Father have high regard for my brother, but he ignore sister.
