First, it's true that this measure can let pax and FA visually detect any problems during TO and approach.

Second, especially at night, with cabin lights dimmed, can let pax and FA's pupils enlarge. This can help evacuation when cabin systems go out(esp. lighting system), pax and FA can see evacuation path indication lights on the floor more easily.

It*s not opening the *windows*, it is lifting the blind/shades.

It*s for the pax/Flight attendent to see if there is any problem with the engines during takeoff/landing and let the pax eye get used to the ambient light.

The tower need to know if there is a fire on the plane during take off and landing. Because the plane is flying dangerously low during take off and landing, so if there is any fire on the plane, the plane will crash into the city.The windows should be opened so if the plane is on fire,the tower can tell the pilot right away.

(1) Airports may / may not be near city. some airports are located far from city.

(2) It*s the *Tower*s* duty to report to the pilot the aircraft on fire is highly doubted.

(3) it*s not opening the *window*, but lifting up the shade/blinds.
