the rules and regulations must be simple, easy to understand, and neutral to all parties involved.
should take into consideration of the following factors in the voting
- as you said, it is a voting system
- everyone can participate
- everyone got one vote only
- each vote is un-named and un-traceable
- voting guideline is based on staff performance and attitude
- the staff who got the highest vote is the winner
- the award will be presented to current employee
- either on paper based or electronic based
- the organizing committee normally involves HR dept
- the voting result will not counted into the annual performance appraisal
- add some means to attract voting such as the first (few) team/section (every members) that finish the voting will get some prize/coupons etc
- try NOT to involve the whole organization if more than a certain number of staff members (eg. over 1000) or if involve beyond the country/region
