Confidence Intervals for Proportions
42. Amendment. A TV news reporter says that a proposed constitutional amendment is likely to win approval in the upcoming election because a poll of 1505 likely voters indicated that 52% would vote in favor. The reporter goes on to say that the margin of error for this poll was 3%.
a) Explain why the poll is actually inconclusive.
b) What confidence level did the pollsters use?

It's inconclusive because 50% approval falls within the margin of error of 3%. The margin of error tells us that in reality, anywhere between 49% and 55% of people would approve of the amendment. Obviously, if 50% were the actual approval rate of the amendment, it means that people don't heavily favor it, meaning the poll failed to support the reporter.

margin of error = P(type I error) = 0.03
confidence level = 1 - P(type I error) = 1 - 0.03 = 0.97 or 97%
