For every big cat, there are 7 little cats, so there are 343*7 = 2,401 little cats. Again, each little cat has 4 legs, so there are 2,401*4 = 9,604 little cat legs. Now add up all the legs:

14 + 1,372 + 9,604 = 10,990 legs <===ANSWER
