I am 38 with degree,can I still apply police?

Yes, you can apply for the post of police because HKSAR has not aged discrimination. To be honest, I don't think you will apply the job sucessfully. You cann't past a physical examination easily because you are too old.

Even though you are as strong as the young and past a physical examination easily, the examiner will choose the young.

I am not 100% sure, but I don't think there is age limit in joining the policy force. As long as your fitness is up to it, I would say go for it!
