I am currently studying Politics in London.

I would like to become a lawyer afterwards and I am just wondering, should I come back for a JD/ LLB programme (which one should I do?) offered by HK universities or should I stay in England and do a CPE or LLB (again, which one should I do?) there.

(I have heard, most big firms in HK recruit from London.)

If you intend to finish your degree in politics then you would not need to do a LLB degree. You can apply to study a PCLL (Postgraduate Certificate in Laws) course in one of the UK law schools and take the PCLL exam. For people with a law degree this would take one year. For those with degrees in another discipline like you, the course would take two years.
Once you have taken and pass the PCLL exam you can apply to be a trainee solicitor either in HK or in the UK. Usually it is advantageous to start your legal career in the UK since as you said most big firms in HK prefer recruits from the UK, which they take as having international experience.
It is also advantageous to learn Mandarin (Putonghua) while you are studying if you intend to be a lawyer in HK. The reason is obvious...
