why the author use "come to discussing" instead of "come to discuss"

why the author use "come to discussing" instead of "come to discuss" – in this sentence, “discussing the issue openly in schools…” is a noun clause, and this is the reason why the writer used “discussing” after “to”.
Another reason is that “when it comes to discussing….” Has 2 verbs in the clause, so one of them (usually the object) has to be changed to a gerund.

Come to = when it reaches to a moment – this is a passive clause even though we do not use passive voice.
Go to = the verb itself has a meaning of actively doing something, which is not what the writer wanted to say. Moreover we seldom use “go to” in the context of “they hit a wall of silence” because of the reason I just mentioned.
