計算此行為既機會成本，係要睇下呢筆$有乜野其他用途政府支出既呢筆$可以用黎興建公共設施
所以
1.政府增加公共支出的機會成本係減少公共設施的興建
其次，政府會減少對公務員的福利，因為公帑要撥出１部分作為援助金
