This is for numerous reasons.

The first one is that in an English sub, they are actually just translating. Most likely the person translating knows the original language AND english, so they can better portray how the author wanted the characters to speak like.

In an English Dub, they have to take into consideration about profanity, cussing, and the length of the characters talking. The words will not always be translated exactly like the words in the sub or the actual japanese because it could be a more appropriate version, or a shorter or longer version. It wouldn't be right if they didnt stop talking but their mouths stopped moving.

its because its been re-mastered and altered in a studio where the voices are recorded over the original ones, but with subtitles a linguist just translates the words and types it at the bottom of the screen

in the dubs the culture of the people it is dubbed for is taken into consideration. with subs it is the culture the author intended, usually asian. dub is adjusted so that it fits the culture of those it is dubbed for, western.

English dubs are frequently censored for younger audiences. Also, the dubbed words are chosen to fit the mouth movements of the characters in the anime, so some words or sentences have to be changed to fit. Unfortunately, this often changes the meaning of the statement.

English subs don't need to take the mouth movements of the characters in the anime into consideration, so the content is altered a lot less. Also, many of the nonprofessional subbers and translators don't feel the need to censor their translations.

Some aspects of Eastern Culture are not deemed "children friendly" for Western Culture... so in part it is a censoring filtering process. The other reason is because it makes the anime easier to watch, if the mouths appear to move more in sync with the "dubbed" words.

The subbed version is basically the original, with a translation at the bottom (usually dodgy as most asian words have many meanings).

Where as the dubbed version has a Western Culture target audience, and is MEANT to appeal greater to Westerners.

I hope that helped.

English Dub = Having the characters SPEAK in english

English Sub = Having the characters speak another language, while there are words on the screen translating to what they say.

In movies you can have it in dub with subtitles, you know what I mean? they're speaking in english but you can also add subtitles, on dvd's
