why pan pan call pan pan

when a ship going to sink, they call may day, but before they call may day, they call pan pan, why is it called pan pan?

Pan Pan is a emergency signal, but, no immediate danger to anyone's life or to the vessel itself
But, May day is imminent danger to life or to the continued viability of the vessel itself
So it makes sense to call Pan pan before they called May day
