when will the building be completed?------(1) 是正確的.when will the building to be completed?------(2) 並非不可, 但要用一 adj. (比較級, 受級) 才可用to be ....
例: when exactly will the building to be completed?

我的看法是：你先要試答問題：如 The building will be completed (on a
certain date). 如果答通了，那問題就對了。
至於第二問題：The building will to be completed (on a certain date) 是不通的。英文沒有 will to be 這用法呢！

我認為問者應多找高明，引証此句的正誤。不要自以為是為要！
