I have no idea about Australia, France and U.K.
USA----kindergarten upto high school (k1 to grade 12, 幼稚園----中學) is free education, including all the text books, i.e. It is entirely free provided that you are a local resident and/or holding a green card. Illegal residents may be accepted depending on the laws of different states in US.
You can search YAHOO for (high schools in USA) for details.
