any difference between these 2 sentences?

he made believe that he did not hear me.

actually, can u explain why the first sentence is correct

he made believe not to hear me. – correct
Reason :
Made believe = pretend
Not to hear me = noun clause
That is : He pretend (something) and that something is (not to hear me(.
Made believe has always to be followed by a noun clause.

"make believe " is a pharase = pretend, i don't think we can split it in this sentence

The first sentence is correct because "believe not " in (he made believe not to hear me) has turned into a noun.
"believe not" is describing a person that does not believe..
that's why first sentence is correct !!!
