actually, i don't know if the author put "is to" before "cut" would make any effect...

在以上的例子, 運用到Infinitive (e.g. is to) 係有特別的作用和意思。

這代表:
1) Something is planned to happen. or
2) Something will definitely happen. or
3) Something must happen.

所以, 沒有 is to 而直接講 cut, 「削減 5pc 人手」的行動就代表已經完成。 但第一個表達方式係未發生的事 (係計劃要做, 同時係確定 和有必要去做), 兩者完全不同意思。

例:
We are to be home by 10 o' clock at the latest.
我地要最遲10點正返回家中。 (現時未返到, 但事必要這様做)

I will say this one is correct, and make sense. Is to cut doesn't sound right. If you say " is going to cut", then both sentences should be right to me!

Using the words “is to” is a typical writing in journalism. Adding these words will not make any effect on the meaning of the whole sentence, but it can justify the distinct identity of the reporter. That is, they are just reporting on what was said, and no personal opinion is added in the report.
