He said that the commission, the European Union's executive arm, was prepared to reverse the decision "as soon as Bulgaria has taken the necessary corrective measures."

why does the above sentence use "was prepare" but not "prepare"

The sentence is not written in passive voice, [was] is the verb and [prepared] is the adjective. Prepare is one of the verbs which change its verb form, i.e. a verb becomes an adjective in this case, when we add [ed] to them.

In this sentence, "was prepared" is not a form of the passive voice.
The word 'prepared' is an adjective (remember to put the letter 'd' at the end) meaning: willing to do something.
