推薦 sth 比 sb (Passive voice)

something is being recommended to somebody = present continuous tense :
The process of recommending is not finished at time of saying.
---
something is recommended to somebody = simple present tense :
At time of saying the recommending process may have finished, but the impact is still there.
Both sentences are correct.

如因你想話某人推薦某樣野, 應是
Something is recommended by somebody.

如想說某樣野被推薦給某人, 應是
Something is recommended to somebody.
