其實, 只係 not just ... but 的句法影響左你的理解, 如果拆了出來, 就易明好多!!

第一句: the collective response of one nation
第二句: the collective response of all nations around the world

只不過要加強個效果, 這兒就用了 not just … but 的句法 (不單只 … 而且是)去將這兩句phrases連起來, 所以, response係指 of one nation。
