Every verb must be in one of the tenses.
'had transfer' is wrong. It is not one of the tenses.
It should be 'have transferred'. (present perfect tense)

You do not need the word 'whether' here.


Have you transferred (the) money to me?

should be "Did you transfer the money to me?"

Have you transferred the money to me?

Have you remitted money to me yet?
