先在這裡下載winhttp.dllhttp://www.dll-files.com/dllindex/winhttp.zip?0VDiOIYGgR
然後解壓縮將winhttp.dll檔存到C:\WINDOWS\SYSTEM32\
再次安裝msn
看看問題能否解決

Your PC/Laptop:
is the first one use,
if your PC/Laptop is firstly to use, you should update yr window please.
Because update, can download "win31.setup" file, it is the main file of downloading the MSN file
