a and b 兩者一樣. 但...

如果你想指明她只是在香港很有名, then you should say "In Hong Kong, she is a famous singer." --> 她在香港是個著名歌手.

如果你想說, 她是一個著名的香港歌手, then you should say "She is a famous singer from Hong Kong."

It makes no difference between sentence "a"and "b".
( 她是一個 famous的香港歌手) If you insist to have the Chinese interpretation defined like this, then you should say:
She is a famous Hong Kong singer

The point is stressed on the point that she is a Hong Kong singer who is famous.

What's the different between a and b? They both said she is a famous singer in Hong Kong! It should be same meaning!

b 比較適合

If you mean a, then say 'In Hong Kong, she is a famous singer.'
