I suggest you go to their university to study that Top-Up degree. Top-Up degree in HK won't do you much good other than giving you a degree, your English won't improve. The degree will only give you the first interview and that's it.

I have interviewed alot of applicants at my work place, many of them studied Top-Up degree in HK and none of them can speak proper English but one who went to study 1 year of high school in Canada then came back to HK to study AD. Her English is better than those Top-Up and HK universities graduates. At the end my company picked her over all others.

Studying in UK is abit more expensive because you have to pay for living but if you study the Top-Up in HK the tuition is about the same as in UK, and if you need to rent a flat in HK and not live at home then it will be more expensive to study in HK. As living in UK is around 3~60000HKD for 1 year.
