the || just means absolute value... which means whatever is in those | | lines can only be positive....

2(-5) - 3 = 13
|-10-3| = 13
|-13| = 13

|16-3|=13

With the absolute value you will have to resolve 2 functions:

2x-3=13 and 2x-3=-13
