then WHY do you go for a PPL?

PPL obtained in HK is PPL(R) which means *Restricted* and holders cannot fly cross-country.

For cadet pilot applicants, it is always said that a PPL does not guarantee higher chance of admittance. Many people with PPL/CPL/ATPL etc are not given a chance to interview while some people without any flying experience can join the cadet pilot programme.

as far as i know, entrance fee to HKAviation Club is HK30,000, monthly subscription is $1,000/mth + rent for the aircraft.

Re-entering means you may have to pay the entrance fee again.
