the most effective way is to join a programming course
otherwise, if you want to study by yourself, then you need to buy a textbook, follow the examples and exercises

the most practical way is to learn it in a hand-on approach with a lots of practice on writing programs


most of the computer science course uses Pascal as the programming language to learn elementary programming. you need a Pascal (IDE) software to write and compile and test/run your programs.

there are many other programming languages such as BASIC (VB), C / C++, Java etc... however these languages require longer period of time to study and master.
