How to find the right web designer?

If you're looking for someone to do your business website, check out your competitors' websites. If you can, see who did the sites. That's always a good place to start. You want someone who has experience working with clients and websites in your industry/area of interest. Ie. asking a designer major in designing blogs might not be the best if you need a nice real estate website.

Yes, check out their portfolio, but do know that designers are paid to design according to their client's needs, so the best is to email/talk to the designer and ask questions.

Establish a contest for the best web designer. Person wins gets the job.

look at his/her portfolio and see if you like it or not. Also you may talk to customers as if customer was happy with designer services they don't mind to talk about this.

BTW some designers may not have portfolio on their site so you may inquiry about it.
