I think it really depends on your budget and what you expect from the teachers, and your quality.

If your English is very poor (I am sorry to say so), then maybe you should better consider finding private tutoring (say University Students who study language). This is because private tutoring can concentrate on your weaknesses and focus on you rather than 30 or 40 students.

If you believe your English Standard is average and your budget is tight, you may want to try private school outside (however, these types of private schools concentrate on the improvement of examination skills. They are rather weak in improving one's English standards as they got too many students).

However, one of my best advices to you is trying to self-learning. Improving English is not only one or two lessons, but need to concentrate more time and is a continuing process. Here are some suggestions to improve English:

1. Spend 10-15 min watching English news on TV (no matter whether you understand it at the very beginning, based on my experience, you will gradually understand more)
2. Similarily, read English Newspaper (especially, Editorial per day, study and check the vocabs)
3. Practise writing skills, (write at least 2 essays per week, if you are lucky enough, your English teacher in Public School may be happy enough to check for you).
