nothing too advance.just maybe like a message board and
a place where people can send in photos and maybe a chat line.what should i be looking for? i am new at this,best answer will get ten points and five stars.

it is too general for a web questions. For your purpose, you a backend software like blog, forum or portal. If you want to program the applications yourself, Eclipse, notepad++ and xampp are the best toolsGood luck
