All you need to know is that the expression is shorthand for

-5 < x + 1 and x+1 < 14

Subtract 1 from both sides of the left to get

-5 - 1 < x + 1 - 1 -> -6 < x

Subtract 1 from both sides of the inequality on the right to get

x + 1 - 1 < 14 - 1

x < 13

Putting the two back together

-6 < x < 13
