My standpoint is that the purpose of schooling is to educate which is a kind of soft skill and to make students to be self-disciplined. cons of the imposition of rules: a) standard hard to define. b) endless rules to establish. Whenever there is a rise of problem, there is need to set up rules to counter it? c) hard to enforce the rule. Prefects are most probably regarded as unpleasants or nuisance by other students.
Whether the points you mention are cliche or not is not the most important, the most important is to mention the purpose of education is to make students become self-disciplined and civilised. Cite examples from other countries to support your arguements .

2. a) recently cold weather due to the La Nina phenomenon. (We have summer break because the too hot weather maynot be conducive to student's learning)
b) an more even distribution of holidays between the winter break and summer break
c) a good chance for students to take reat after meeting the deadlines and to prepare for the coming exam ( becos most of the time in the xmas holiday is used to prepare for the exams)
