Whole Numbers are in seconds. Fractions are fractions of a second.
f/ 8 at a million/one thousand, of direction that assumes you have have been given the suited gentle circumstances, the suited action picture (or ISO equivelent), the suited composition, the suited lens for the placement you're shooting, and of direction, the needful skill as a photographer to take the shot contained in the 1st place. In different words, there is not any one "appropriate" placing. What works in one concern would be incorrect a 2d later.
If you're outside set shutter speed to 1/125 or 1/250 or set to auto and you'll be fine. PS- borrow a simple book on basic photography specifically dealing with shutter speeds and aperture from your local library.
If you are talking about the shutter speed, then 1/125th is about normal, but of course you'll have to adjust the aperture to meet the needs of the shutter speed.
Honestly, if you can adjust the shutter speed then you should play with that and learn what it does. A slow shutter speed will blur motion, a fast shutter speed will freeze motion.
What kind of camera do you have?
Switch it back to auto or programme mode.
The question is very hard to answer because the shutter is only one part of the equation, not to bamboozle you but there are other settings such as aperture and ISO which may also need adjusting. All of these settings are interconnected and will vary depending on the available light.
Please tell us the model of camera and we can try to point you in the right direction.
You want the to be a fraction i.e 1/25.....
RTFM. Once you figure out what that means, you should have no problem.
