in the end 有「終於」之意，如：
They got married in the end.
呢個「最後」，唔係一個排序，而係一段時間結束後o既結果之意。所以用於你個 case 唔適合。
我建議你可以咁講：
You should steam the fish last.
就如 He left the party last（party 咁多人之中佢最後離開）一樣用法。
