Both statements are false.

The first statement is false. Under certain conditions, nitrogen can reacts with reactive non-metal and reactive metals.
For example, in the present of electric sparks, nitrogen can react with oxygen to give nitrogen monoxide.
N2(g) + O2(g) → 2NO(g)
For only more example, nitrogen can react with burning calcium to give calcium nitride.
3Ca(s) + N2(g) → Ca3N2(s)

The second statement is also false. The electron arrangement of nitrogen atom is 2, 5. There are only 5 electron in the outermost shell of nitrogen atom. However, in nitrogen molecule (:N≡N:), the two nitrogen atoms are joined together by a triple covalent bond, and each atom attains the stable octet structure.
