Actually, the whole passage should use past tense except the second answer.
Why should we use past tense?
In the first paragraph,it mentioned the time is in the past.
Why should we use present tense in the second answer?
He already has a farm before until now,still keep the farm.If we use past tense,the meaning has change(Uncle Peter had a farm before,but not now).
