Yes for HK. For Taiwan, it depends on who you ask

Hong Kong is under People`s Republic of China
Taiwan is under the Republic of China.
Hong Kong is a special administration district of China(mainland.)
Taiwan is governed by the Republic of China( in exile.)
So basically, they all under China, different govern body govern them.
People`s Republic of China have the foreign affair and defense right of Hong Kong, and would not interfere the administration system of Hong Kong 50 years.
Republic of China is an exile government of China, they`re the ligitimate government of China after the clapse of Qing Danasty, but too many corruption and bureacratic problem let them lost the heart of chinese and lead them into exile.

hong kong is under china but is a special administrative region, which means that most of our politics are autonomous. when it comes to foreign affairs, china intervenes, though. taiwan depends on who you ask.

HK and Taiwan are provinces of China but they are not governed by China. They have their own government. This is called "one country; two governments"

If by under, you mean south, then Hong Kong yes, taiwan, no, it is east.
If you mean under, as in more towards the center of the earth, no.
If you mean under as in under the influence, yes. both are
if you mean under as in under control, Hong Kong partially, and Taiwan, no.

Hong Kong is, Taiwan is not but China considers it a province, or state, of China.

They belong to China but they are self-govern. THey have their own governing party but they are consider part of china. HK have to report every major thing to China and attend the aunnal people's communist party meeting

HK is one of the special administrative regions of People Republic of China. Its laws, people lives and culture is different from China but it is belong to China. The China government does not interference HK affairs. HK still is a city with competitiveness. That means, it is not ruled under China but it is China's territory. On the other hand, the relationship between TW and China is less serious since the president of TW changed a few months ago. But in my opinion, TW will not be ruled under China and admit TW is the territory of China in a short time. This is a challenging problem for both China and TW.

Taiwan=China basically holds it hostage and can ruin its economy whenever it wants to. Otherwise, its OK.
Hong Kong=I'm not sure, but it seems to be doing well.
參考: My mom's side of my family is Taiwanese and they admit China pretty much controls Taiwan in a few aspects. I also know this because Taiwan's economy was close to self-destruction in the third strait Taiwan Strait crisis.
