why ethanoic acid is more likely to form hydrogen bond than itself?

I'm not sure what led you to that idea - one must remember that H-bonding happens between any thing containing N, F or O, with any other proton source, such as solvent, other molecules with hydrogens and with itself!! So it is equally likely for ethanoic acid to bond to water or with itself (ie. intra-molecular hydrogen bonding).
