Ignorance 是「無知」,與最後的 knowledge 是相對的。

begets confidence 是產生信心。這裡是使人有信心了。
more frequently than 是 adverbial phrase, modifying the verb' begets '.

全句的意思是「無知較學識很多時候更能使人有信心的。」 或
「無知更多時候會較學識,容易產生信心的。」

哩句野很有意思呢!就是因為現象極為普遍,所以就有「螳臂擋車」的荒謬行徑了。
