Bill has given up his job and gone back to college.

why can't the answer use passed up ?

Sending a piece of mail "special delivery" costs about fifteen times as much as sending it "regular delivery

why can't the answer use a mail ?

I was just about to go out when you telephoned

1) Give-up has a meaning while pass-up does not. To give up means to stop doing something.

2) Mail is an uncountable noun, you cannot count mail just like you cannot count water. Therefore you have to use a piece of mail or 2 pieces of mail. A piece of a mail will doulbe the words.

3) If you want to use thinking, you have to say Thinking of going out.

其實樓上的仁兄已經答得非常好,但我還有一點補充,希望可以幫到你。
1.give up是你將你已經擁有的東西放棄;而pass up就是將得到某東西的機會放過(即你還未得到它)
  所以,要用give up,因為Bill已經做緊那份工

2.因為mail與letter是不同的,mail是指郵件,汛指件可經郵寄的東西,包郵信件,包裹等,是不可數名詞,故要用a piece of mail
3.about to go out即很快要外出
  而thinking就只是考慮中。句中意思是:當你打電話來時,我正要外出,所以就用了about to go out
