Assume a strong acid solution at pH12 be diluted into 2% by DI water, what is the pH of the resulting solution?

It should be "strong alkali" instead of strong acid.

Consider the original alkali:
pH = 12
pOH = 14 - pH = 14 - 12 = 2
[OH-] = 10-pOH = 10-2 = 0.01 M

Consider the diluted solution:
It is diluted into 2%.
[OH-] = 0.01 x 2% = 0.0002 M
pOH = -log[OH-] = -log(0.0002) = 3.7
pH = 14 - pOH = 14 - 3.7 = 10.3
