Consider NO2. There are 5 electrons in the outermost shell of each N atom, and 6 electrons in the outermost shell of each O atom. There are totally 5 + 6x2 = 17 electrons (an odd number of electrons) in the outermost shells. Inevitably, there is an unpaired electrons on either the N atom or one of the O atoms (commoner), and thus one of the atoms would have 7 electrons in the outermost shell. Therefore, there are two possible electron diagrams for NO2 which are shown below:
