The best design university in Korea is Dong Seo University.

Korean Council for University Education designated Dongseo University as Korea's Best University in design.

... and there is a Fashion Design Department


l cannot find the best FASHION design university in Korea.
But there are some specialised universities or college in Fashion Design and you may consider these:

Han Sung Technical College 漢城專門學校 (35 years history in clothing & fashion design)

School tuition fee is more expenisve than HK, over HK$50,000 per year
but you have to pay for accomodation, food, transportation + other fees.
More expenisve than getting a degree in HK
and you have to pass at least level 4 in TOPIK
and when you come back, you may not have a better chance to be employed.
So, why go there?
