3.) Formal speaking e.g. I am sorry for disturbing you
4.) Your intnetion e.g. I need to make an announcement
5.) Say your announcement clearly and confidently
6.) Formal Closing e.g. Thank you for your attention

Example:

Excuse me, may I have your attention please? My name is Peter. I am sorry for disturbing you in reading but I have an announcement to make.
Tomorrow in five p.m. there will be a chess club meeting in room 211 and all chess club members should attend to discuss about the competition in June.
