A mechanical system is required which in the event of fire will enable people to escape from a storeys hostel for the elderly by lowering the disable elderly to ground from windows, The system which you are going to design might make use of a 5mm diameter steel cable must be capable of lowering a heavy adult at approximate constant speed.

You are designated to in charge of the design of the new system and you are required to submit a project proposal to the senior management. In your report, it shall:

(1) Describe the procedures of the overall design process.
(2) Main problems may be conformed when design such a system.
(3) Identify the basic and secondary functions of the system.
(4) Include a preliminary requirement and constraints (design specification) for the system.

This is a major term paper, hundreds of pages, not something to be answered in a paragraph.

Big project
This may help with 1)

2) limitations of materials/technology. (Is a 5mm diameter steel cable up for the job?)
Ease of deployment, does the system deteriate if not used?
Mustn't forget ergonomic/physcological factors. Elderly people might not want/be able to escape from the building via what sounds much like an absailing rope.
Ties in with the speed the system can get people out.

How well does the system cope with fire. Many escape ideas seem to work well in a drill, but struggle when there is an emergency

3) I'd say the main function is safe evacuation, meaning lowering people to the ground at a landing speed which minimises their chances of injury.
