Yes, ur 鄰居can 告上小額錢債 if this has been proved that ur dog has hurt them (due to the tort of negligence).
In fact, copy should be ok and only need to prove if they satisfied with the compensation. I believe u should ask for receipt copy after they had finished all 診療. And asked for all receipts. Of course, if u were them, u might not be willing to give the original copy also. So asked them the receipts and write u some words regarding they are satisfied with compensation and the case has been closed. Make sure they had finished all 診療. Signature is required. More formal will be good (like with Name, Dates etc).
