In the past, the USA and Britian had many colonies, whose official language was English. This did not suggest the local residents welcome English as their
official language. They learnt English as regarded to the prevailing political
condition. For example, before WWII, India, Pakistan, Myanmar and
Malaysia were British colonies. But after WWII, they had their governments
set up sequently and abolished English as the official language gradually.

Before, England and USA have many place for settlement. They used English to be their mother tongue, but this does not represent that the residences would like to have English to be their mother tongue. They learn English was just because of the situation on that time. For example, before world war 2, India Pakistan, Myanmar, Malaysia, was the migrant place of England, but after world war 2, they build their own country and remove English as mother tongue.
