1. that he talked funny (funny is an adjective, not a noun)
2. 動詞之後是可以有個形容詞
e.g. I felt dizzy

Both are correct!

(obvious is an adjective, not a noun. Therefore your word is wrong in grammer).
you can use the word "character" or "truth" to replace the word "obvious" , or you can also say "it is obvious that he talked funny"

其實funny除了可以做形容詞外，在口語裏，也可以用作名詞，其意思是”笑話”(可參考yahoo字典）
所以，he talked funny即他講笑話
