Use prime factorization:
98 = 2*7*7
28 = 2*2*7

In order to get a number that is divisible by BOTH 98 and 28, you need:
two 2's and two 7's

2*2*7*7 = 196

It is the smallest number that can be divided exactly (without remainder) by 98 and by 28.

If you were looking for the least common divisor, you would use what is common for both numbers:

one 2 and one 7
2*7 = 14

This is the biggest number that can divide both 98 and 28.
